Delray Beach residents will now have to pay a small transaction and payment processing fee when paying their monthly water bill.
The fees are a result of the city’s transition to a new payment portal system. The Delray Beach City Commission in February 2025 approved a resolution to migrate the city’s enterprise resource planning system to Tyler Technologies, Inc. (TTI). The company is the country’s largest IT and software provider to local governments.
The city first began utilizing TTI in 2016 for enterprise resource planning (ERP)—software that organizes separate processes and functions into a single portal—and has gradually implemented the technology across departments. The transition to a new ERP became necessary due to some of the city’s current systems reaching their end of life—the point where products are no longer maintained or updated by the companies that create them.
TTI’s ERP system provides cloud infrastructure to the city, removing the need for onsite servers and the associated costs. It also provides an enhanced mainframe for a more user-friendly experience. Most software engineers and IT workers are no longer trained on the City’s outdated former IBM mainframe. Under the new ERP, all data will be streamlined into a single system, improving efficiency.
With the transition comes the new fees. Payments by phone, E-check (a new payment option), and credit cards will be charged a 50-cent transaction fee. E-checks payments will be charged an additional $1.95 processing fee and credit cards will be charged an additional 3.25% processing fee with a minimum charge of $2.50.
To avoid the fees, payments can be made by mailing checks to the processing center at P.O. Box 288242, Tampa, FL 33630-8242, or by using the drop box located in front of City Hall. Under the new system, users can create an account where they can store their credit card information for future payments.
The new fees begin on July 28. Online payments will be unavailable from July 20 to 28. Customers who usually receive bills toward the end of the month may receive them later. Any late fees will be waived from July 20 through Aug. 7.
